MRP_InLinkChange: MRP_InLinkDown or MRP_InLinkUp (depends on headerType). Sent by the Media Redundancy Interconnection Clients (MICs) to the Media Redundancy Interconnection Manager (MIM) to inform the MIM of any changes in the link status within the interconnection setup.
